Circular on Free Provision of Seals for Newly Registered Enterprises by General Office of Guangzhou Municipal People’s Government

　　District People's Governments, Guangzhou Municipal Public Security Bureau, Guangzhou Municipal Finance Bureau, Guangzhou Municipal Administration for Market Regulation , Guangzhou Municipal Government Affairs Data Administration:

　　In order to further optimize business environment, simplify procedure, improve efficiency and reduce cost for starting a business, we hereby issue the following circular for your implementation:

　　1. Starting from February 10th 2020, we shall provide a set of four seals (company, contract, invoice, and financial seal) free of charge to the newly registered enterprises in Guangzhou.

　　2. Each district government shall be responsible for making the free seals for the enterprises newly registered within its administrative jurisdiction, and the relevant expenses shall be included in the financial budget of the district.

　　3. Guangzhou Municipal Administration for Market Regulation shall be responsible for coordinating other relevant government departments to expedite reforms for starting a business by simplifying application process and setting up an online one-stop platform for such applications.

　　4. Guangzhou Municipal Administration for Market Regulation and Guangzhou Municipal Government Affairs Data Administration shall be responsible for coordinating other relevant government departments to provide one-stop service exclusively for applications to start a business in the Government Service Center of each district through integrating services provided at various department locations.

　　5. Guangzhou Municipal Public Security Bureau shall be responsible for working with the Provincial Public Security Department to ensure the smooth operation of the management system for official seal making, strengthening the administration of the seal making industry, enforcing strict compliance with the regulatory standards on the part of the seal engraving service providers, supervising such service providers to file each service on the above-mentioned online management system for record, and accelerating the promotion and usage of electronic seal.

　　6. As the principal implementer of this free provision of seals, each district government shall prepare well-planned work arrangements and a clear departmental division of labor by studying best practices from home and abroad. The relevant municipal governments shall strengthen their respective coordinating and leadership role to ensure that this free provision of seals is carried out across the city in an orderly manner.
